NATIONAL/FEDERAL PROGRAMS for personal energy systems -
UNITED STATES - no Federal rebates known, but here is a really excellent summary of STATE BY STATE rebate and incentive programs with a pile more links to hundreds or US organizations and agencies that are involved in renewables.
CANADA - no Federal programs known at this time.

ONTARIO This Ontario Government website link is all about government programs for increasing commercial power production for the existing grid, not about helping individuals generate their own energy or reduce their dependency on commercial power. Similar to what Quebec Hydro offers, "efficiency improvements" are front and centre with Standard Offer Programs (SOP) pr (PPA) Power Production Agreements. Support for people to become a "Negative Load" is not yet recognized as a value to the province or commercial producers . For example
CLICK HERE to read what you need to know before choosing GEOTHERMAL in order to get that $7,000 rebate they are offering. You will get your PST (8%) back on any wind or solar equipment you buy to generate personal energy at least, not on the installation labour, just the equipment.
The new Feed In Tariffs (FIT) under the Standard Offer Program offers as much as 80cents/kWhr if you have solar on the roof. Different amounts apply for over 10kW over 100kW and whether or not it's on a building roof top or on a field. These incentives sound great but there are other things to consider before you jump onto that program. CLICK HERE.

QUEBEC There are many "Energy Efficiency" programs on the Hydro Quebec website but none offering help you make your own energy. There do not seem to be any rebates or incentives for personal generation systems on the government website either. Mind you, like Ontario they will give you $6,000 to $7,000 back if you install a Geothermal system and triple your electricity bill, thereby ensuring you become a "Customer for life". NEW BRUNSWICK Home Energy Efficiency program s - not a lot of help for small wind owners but useful programs for energy conservation.
NOVA SCOTIA Consumer Incentives - again little for small wind owners but some good energy rebate programs.
PEI Energy System Rebates - mostly just PST back like Ontario but every bit helps. The WIND ENERGY part of the site is only about commercial wind energy production
